Housing Support Services
OPWDD’s Housing Subsidy Program (HSP) supports adults in creating and maintaining a home of their own, whether through renting or homeownership. The housing program is designed for individuals who choose to move from a certified setting, transition from a family home, or need additional financial support to live independently. HSP helps people live in a place they can call home. If eligible, HSP can assist with rent or mortgage costs, and may also provide start-up funds for furniture, appliances, and other essentials to get settled.
Many individuals supported through the housing subsidy program have faced housing instability, including eviction, loss of housing, or periods of homelessness, and HSP works alongside them to rebuild stability and achieve long-term independence.
One additional support that may be available is the emergency transition stipend (ETS). This stipend is designed for people who have already received a transition stipend in the past or who may not be eligible for the traditional transition stipend. The ETS helps people cover urgent needs like securing housing, moving costs, or replacing furniture after a crisis such as eviction, theft, domestic violence, or a natural disaster.
